Ryuhei Kawada is a member of the Japan Innovation Party in Japan’s House of Councillors and serves on the the committee of Health, Welfare, and Labour. A personal history of tragedy led him into politics. He was diagnosed with hemophilia at the age of six months, and at the age of ten learned he had been infected with HIV through contaminated blood products. Later, it became clear that Japan’s Ministry of Health and Welfare bore responsibility for not requiring that these blood products be heated before distribution, leading to a rare apology by the Japanese government for bureaucratic irresponsibility. The so-called HIV Blood Scandal is infamous in Japan, and speaks to the sometimes overly close relationships between Japanese ministries and the powerful businesses which they are supposed to regulate.
