April 28

Criminal Mischief
Southwest Fifth Avenue and Lincoln Street
At 7:30 a.m. Officer James Dewey was dispatched to a report of a vehicle’s passenger window broken while parked on the west side of the street. Officer Dewey spoke with the registered owner who stated nothing was taken from the vehicle.

Arrest
Helen Gordon Child Development Center
Officer Dewey was dispatched to a welfare check on a subject sitting near the exterior of the building at 1:32 p.m. Upon arrival, Officer Dewey observed the subject, later identified as non-student Brian Vandohlen, standing outside the playground urinating. He was discovered to have an outstanding warrant as well. Vandohlen was arrested for offensive littering, the warrant, issued a PSU exclusion, and lodged at Multnomah County Detention Center.

At 5:49 p.m. Officer Chris Fischer, Officer Denae Murphy and Sergeant Michael Anderson responded to a report of someone inside the bathroom stall of the men’s restroom near OIT for several hours. Officer Fischer opened the door to the restroom and asked the subject if he or she was okay, and a male responded, “I will be out in a second, G” and then said, “I been feeling sick homie, I’ll be out.” Officers waited outside the restroom for about 29 minutes until non-student Laroy Alexander exited the bathroom. Alexander had a valid exclusion and is a registered sex offender on parole.

While attempting to place Alexander under arrest, he began to resist, and during the ensuing struggle he began to unzip his coat and reach toward his belt line. After continuing to struggle with him, Officer Fischer used his pepper spray on Alexander, which resulted in his compliance. Portland Fire Bureau medics responded and flushed Alexander’s eyes. Alexander’s parole officer issued a detainer, and Alexander was arrested for criminal trespass II and the parole violation detainer, and lodged at the Multnomah County Detention Center.

April 29

Arrest
Joseph C. Blumel Residence Hall
Officer Fischer contacted non-students Konnie Babb and Gregory Smith as they attempted to gain entry into Blumel. Both appeared to be under the influence of narcotics and alcohol. Babb was issued a PSU exclusion and arrested on an outstanding warrant. No further information available.

Officer Dewey was dispatched to conduct a welfare check on a female sleeping in the downstairs lobby at 7:15 a.m. Upon arrival subject was seen sleeping on a couch and recognized from prior contact as non-student Deusha Lashawn Robinson. Robinson was issued a PSU exclusion.

Exclusion
Peter Stott Field
At 11:09 a.m. while on bike patrol, Officer Dewey observed subject asleep under a tree on the west side of the field, with a BMX style bike and a partially consumed bottle of white wine laying next to the subject. The subject verbally identified himself as non-student Robert J. Cryderman and was issued an exclusion from PSU property and housing.

Officer Dewey received a report at 1:10 p.m. of the glass window of a fire panel near room 206 being shattered.

Student Conduct
Broadway Residence Hall
At 2:40 p.m. Officer Dewey was dispatched to assist ResLife members conducting pre-move room inspections, as two of the rooms smelled strongly of marijuana. Student residents met with Officer Dewey and turned over a glass pipe with marijuana residue and a ziplock bag with marijuana, which were seized for destruction. The report was forwarded to the Dean of Student Life.

Sergeant Anderson was dispatched to a dorm on the ninth floor at 5:17 p.m. for a report of marijuana smoke. Sergeant Anderson contacted the student resident who denied smoking marijuana and denied entry into the room. This is the second call at this room with the same result. The report was forwarded to the Dean of Student Life.

Officer Fischer responded to a resident assistant request for an officer in regard to the same student resident Sergeant Anderson had contacted earlier in the day, and for a report of smoking marijuana. Officer Fischer contacted the student by phone who stated he didn’t have time to talk or meet with the officer because he had to play a God of War video game, and suggested Officer Fischer email him instead and hung up. Officer Fischer responded to the dorm room and contacted the student who was still uncooperative. The report was forwarded to the Dean of Student Life.

April 30

Arrest
Broadway Residence Hall
At 4:12 a.m. Officer Fischer contacted non-student Jim Archuleta, who was asleep sitting in a chair, without shoes and wearing a sleep mask. Officer Fischer woke Archuleta, who stated he was allowed entry into the building by a student. Unable to contact such student and with prior history related to Archuleta, he was issued a citation in lieu of arrest for criminal trespass II and issued a PSU exclusion. A PSU access card was located in Archuleta’s pocket.

Officer David Troppe took a report of a broken window in the northwest corner of the building at 7 a.m.

Peter W. Stott Center
At 11:24 p.m. Sergeant Anderson found non-student Peter Mauger sleeping in a tent on the putting green behind the Stott Center. A PSU exclusion was issued to Mauger.

May 1

Exclusion
Urban Plaza
Officer Troppe and Officer Shawn McKenzie contacted non-student Reif Williams at 12:45 a.m. Believing he provided a false name, Williams was placed into handcuffs and a loaded syringe was found in his pocket, but when tested was inconclusive for heroin. Williams had a sharps container in plain view in his backpack, and also had pictures potentially identifying him as a graffiti tagger in the area. Williams was released with a PSU exclusion.

Public Indecency
University Place Hotel
At 1:23 a.m. Officer Brian Rominger and Officer Jon Buck were dispatched to a report of a white male wearing a gray shirt and tan khaki shorts masturbating next to room 378. When officers arrived they observed the subject, later identified as non-student Joshua David Morrison enter the rear passenger seat of a silver Mazda 3. The car was stopped and Morrison exited the vehicle. Morrison denied the allegations against him and stated he escorted two women back to the hotel from Ground Kontrol, and had grabbed the outside of his shorts in the crotch area to scratch himself. Campus patrol officer James Altman arrived and positively identified Morrison as the suspect, stating he saw Morrison standing next to the window of room 378 with his erect penis in hand making a stroking motion. Officer Altman said he tried to contact Morrison but he began walking to the exit stating, “fuck bitches” and “I hate women.” Morrison was arrested for public indecency and lodged at Multnomah County Detention Center.

While on patrol on Southwest Twelfth Avenue, Officers Troppe and McKenzie saw several people standing around the bike racks at 5:21 a.m. Driving past the area officers immediately recognized non-student Joshua Langston as being excluded from PSU. Officers contacted Langston and discovered he had an outstanding warrant as well. Langston was arrested on said warrant and for criminal trespass II and lodged at Multnomah County Detention Center.

Theft
Market Center Building
At 12:00 p.m. Officer Gary Smeltzer received a report from a faculty member that between 8:30 a.m. and 10:58 a.m. his bike that was cable locked to the bike rack in front of the building was stolen.

The bike was recovered later that evening around 6:30 p.m., with the assistance of a Portland Police Bureau officer, when the faculty member ran into a young man on the MAX yellow line in possession of the faculty member’s stolen bicycle.

Southwest Sixth Avenue and Montgomery Street
Officer Rominger and Officer Brenton Chose saw a known subject, non-student Alyssa Strong, walking in above area at 9:25 p.m. Strong was discovered to have an outstanding felony warrant, was arrested on said warrant and lodged at Multnomah County Detention Center without incident.

Ondine Residence Hall
At 10:16 p.m. Officers Chose and Rominger were dispatched to a report of marijuana odor coming from one of the dorms. Officers met with resident assistants and then contacted the student resident, who initially denied smoking marijuana but admitted she had eventually, and forfeited a glass pipe with marijuana residue to officers. Two empty bags with marijuana residue were also found. The items were seized and sent for destruction. The report was forwarded to the Dean of Student Life and Housing.

May 2

Arrest
Ondine Residence Hall, upper parking lot
Officer Nichola Higbee was dispatched to a report of a possible domestic violence situation in progress. Upon arrival, witnesses stated two students were in an argument, and the female student had kicked the male student several times and punched him in the chest and arms. The female student was arrested for DV-Harassment and lodged at Multnomah County Detention Center without incident.

Officer Smeltzer received a report from a student that the seat post quick release was stolen off his bicycle while parked at the bike racks on the south side of the building between 12:45 p.m. and 3 p.m.

At 8:01 p.m. Officer Buck took a report from a student who stated his limited edition “Nike Air Jordan 5 Grape” men’s shoes were stolen from the third floor basketball court between 5 p.m. and 7:30 p.m.
