August 18

Trespass Arrest
Urban Center Building
At approximately 9:34 p.m., Officer Danae Murphy and Officer David Baker were dispatched to the Urban Center Building on a report of a suspicious person sleeping in the second floor lobby. The building was closed and locked at 8 p.m. Officers contacted nonstudent Sekoynia Wright at Southwest Sixth Avenue and Mill Street. Wright admitted to being in the building but refused to provide identification or her name. Wright was arrested for Criminal Trespass II. During an inventory search, officers found identification and less than an ounce of marijuana. Wright was cited for Criminal Trespass II and released.

Hit and Run
Market Center Building
At approximately 5:18 p.m., a faculty member was in their car when another person leaving the parking structure of the Market Center Building backed into their parked car. The suspect car took off without making an attempt to leave a name or information. The victim was able to get a partial license plate of the suspect vehicle. As a result, Officer Murphy was able to find a possible suspect.

August 19

Warrant Arrests
Blumel Hall
Officer Chris Fischer and Officer Baker arrested and excluded Zachary Holt and Amanda Hazel at Blumel Hall. Officer Fischer observed Holt and Hazel hanging out in the exterior alcove on the southeast side of Blumel Hall near two large metal doors. Holt and Hazel exited the alcove after a brief period of time. When approached, the two both provided false names. Hazel was found to have a felony warrant for Burglary I for her arrest and has been contacted at Portland State before. Holt had a misdemeanor warrant for his arrest and was in possession of bolt cutters, which were sticking out of the top of his backpack.

August 22

Trespass II, Criminal Mischief III, Disorderly Conduct, Harassment, PV Detainer—Use of Force
Lincoln Hall
Officer David Troppe and Officer Gary Smeltzer witnessed excluded community member Glenn Towne and an unknown female exit the unisex bathroom of the Lincoln Hall basement. Towne ran and the officers struggled with him in the west stairwell, resulting in a brief use of force. Towne was handcuffed and searched, which found a partially smoked marijuana cigarette. The female ran away during the struggle with the officers. During the struggle, Officer Smeltzer sustained abrasions and his elbows went through the stairwell wall. Towne was charged with Trespass II, Disorderly Conduct, Criminal Mischief III and a PV Detainer was issued against him. Towne was lodged at the Multnomah County Department of Corrections.

August 23

Unauthorized Video Presentation
Southwest Harrison Street
Between the Smith Memorial Student Union and Neuberger Hall, Farm Animal Rights Movement had set up video booths, paying $1 to anyone who would view their video regarding animal cruelty, as they attended the Portland Farmers Market in the South Park Blocks. They had no permit and there was a cordial discussion about “Public Forum—Free Speech Area” with Officer Nichola Higbee. In view of the circumstances, including no disruption to people coming and going at the market, Officer Higbee allowed them to remain, but emphasized that it was a specific one-time decision and not endorsed by either PSU or the Campus Public Safety Office.
