Marijuana Violation

Officer David Baker was dispatched at approximately 2:42 p.m. to assist University Housing with searching a student room for a suspected marijuana violation. Found were two pipes, a “suspected marijuana bud” and a bottle with marijuana residue. All items were taken by Baker for destruction.

At approximately 12:27 a.m. Officer David Troppe and Sergeant Michael Anderson responded to a call from a Resident Assistant (RA) regarding the well-being of a student who was experiencing hallucinations. While interacting with the student, the RA noticed a glass pipe with white residue. An empty bag with white residue was labeled, “NOT FOR HUMAN CONSUMPTION: Diphenidine Crystal 1 gr.” Anderson concluded that it was not considered a controlled substance under state law, but that its consumption produced opiate-like effects. The student was taken to Oregon Health & Sciences University (OHSU) for medical assistance. The pipe and bag were taken in for destruction.

Around 5:17 p.m. Officer Brian Rominger responded to a call regarding an altercation instigated by a student who used a derogatory term and a student toward whom it was directed. A third student prevented a physical confrontation, but the conflict continued to escalate when the instigator began using the term toward the student who had prevented a fight. Rominger mediated between the three students, and the offending student agreed to deliver an apology in person.
Trespass Arrest

At approximately 6:25 p.m. Officer Baker contacted non-student Rodjnik Renowlzs for trespassing in the bushes on the west side of the complex. Baker suspected Renowlzs was an alias and that the real name of the offender was James Austin Todolbolt, who has 28 aliases in the Portland Police Data System. It was first suspected that Renowlzs was hiding in the bushes in an attempt to access the parking area, but it was determined that he had been urinating instead. Renowlzs was cited for Criminal Trespass II.

Unlawful Possession and Criminal Trespass II
Lincoln Hall
Officers Chris Fischer, Brenton Chose and Sergeant Robert McCleary were dispatched to the first-floor restroom to contact non-student Shawn Stover. The officers suspected his reported name to be false. He was arrested for criminal trespass, unlawful possession of methamphetamine and a felony probation violation warrant.

Officer Rominger contacted a student who appeared to be suffering from hallucinations at approximately 12:04 a.m. Rominger reported that the student did not appear to be under the influence of drugs, alcohol or prescription medication. The student said that she had plans to take a flight home to Hawaii at 5 a.m. Rominger was able to contact the student’s mother. Officers helped the student’s family take her in for medical attention and the case was forwarded to the C.A.R.E. Team at Portland State.

Theft and Fraudulent Credit Card Use

At approximately 7:24 p.m. Officer Baker took a report from a student who had her purse stolen from the second floor after using the restroom. Included in the purse was a debit card, which was used to make a $2,657.74 purchase at Safeway approximately 10 minutes after the student realized her purse had been stolen. The suspect purchased 25 $100 gift cards. According to analysis of video footage taken from the library and Safeway, Baker believed that the thief had a vehicle or accomplice, as he appeared to have changed jackets and stashed his backpack between destinations.

Officer Peter Ward responded to reports of new graffiti at approximately 9:20 a.m. The phrase, “Long Live Rat!” was found above the urinals in the men’s restroom, but the case was closed due to a lack of leads.

Unlawful Possession
Parking Structure Three
Officer Gary Smeltzer arrested Vanhuy Bui for unlawful possession of methamphetamine at approximately 2:27 p.m. Hui was smoking as the officer approached him in the basement of the building.

Exclusion
Smith Memorial Student Union
Around 10:20 a.m. Officers Shawn McKenzie and Smeltzer contacted non-student Holland Shaw, who was seated in the basement of SMSU with an open container of beer. He was issued an exclusion and left the building without incident.

Medical Assist
University Place Hotel
Officers Rominger and Nichola Higbee were dispatched to a staff report of an intoxicated and unconscious male in the eastern staircase between the second and third floors. The man was identified as non-student Sabin Philip Vanek, who staff believed had possibly fallen and hit his head. Vanek was transported to OHSU.

Around 10:11 p.m. Officer Troppe was dispatched to meet RAs in regards to a conflict between two student roommates. A student who had been away over winter break returned to find his room trashed with multiple empty cans of beer and marijuana residue all over the room. The student reported that his roommate had also sent him a series of threatening texts. Two bags of marijuana and a glass pipe were confiscated from the room and marked for destruction. Officers resolved the situation between the two roommates and the situation has been handed back to Resident Life.

Criminal Mischief

At approximately 7:12 p.m. Sergeant Anderson discovered that someone had pulled two carpet squares from the elevator lobby on the second floor and used them to prop the doors open. The case was closed due to lack of investigative leads.

Exclusion
Smith Memorial Student Union
At approximately 2:25 p.m. Officer Fischer issued an exclusion to a non-student for possession of a weapon in a public building. The non-student reported his name to be Theoretical I Zero Spectrum. He had a collapsed baton protruding from his backpack.

Fire Alarm
Broadway Housing
Around noon on Sunday, officers and members of the Portland Fire Department responded to a fire alarm. The alarm went off when a student burned the food she was cooking.
