Feb. 24

Indecent Exposure
Cramer Hall, second floor
Officer Denae Murphy received a report at 5:44 p.m. from a female victim who stated she took a nap in the alcove on the north side of the building and woke up to discover a male subject masturbating and using his phone to either take pictures of the victim or look at pornography. Subject was described as a white male adult, in his mid-20s to early 30s, about 5 feet 8 inches tall with an average build and wearing a grey sweatshirt and white-washed jeans. The area was checked but the subject was not located.

At 6:15 p.m., Officer David Baker and Officer David Troppe contacted non-student Mark McCarthy in the restroom of the Distance Learning Center. McCarthy originally gave a false name but after his wallet and identification were located he was correctly identified and discovered to have a current PSU exclusion. McCarthy was cited in lieu of arrest for criminal trespass II and issued a new exclusion.

Feb. 25

Student Conduct
Broadway residence hall
Officer Chris Fischer and Sergeant Michael Anderson responded to a marijuana complaint from the Resident Assistants. The resident contacted was hostile and irate due to being contacted and slammed doors and yelled at the RA’s and officers. No further information available. Report referred to Dean of Student Life and CARE team.

Southwest Sixth Avenue and College Street
At 4:06 a.m. Officer Fischer was flagged down by a store owner who was concerned about subjects sitting in a car on the north side of Broadway residence hall. Later Officer Fischer contacted two students attempting to smoke marijuana with non-student Jenista George. Report referred to Dean of Student Life.

Officer Gary Smeltzer contacted non-student Dustin Woolsey at 12:18 p.m. and issued him a PSU exclusion for failing to heed Officer Smeltzer’s warning about not smoking marijuana on campus an hour before.

Urban Center
Sergeant Anderson contacted non-student Daniel Preston at 6:28 p.m., after Preston had been in the men’s restroom in the Distance Learning Center for at least 45 minutes. Preston was drinking and using a power outlet in the restroom to charge his phone. Preston was issued a PSU exclusion.

Hit and Run
Shattuck Hall, parking lot
At 7:18 p.m. Officer Troppe received a report from a student who stated the vehicle he drives, a black 2008 Chevrolet Silverado registered to his mother, had received damage to the right rear bumper by an unknown suspect or suspect vehicle between 5:15 p.m. and 7 p.m.

Feb. 26

Arrest
Science Building One
Officer Nichola Higbee and Officer Brenton Chose responded to a request for a welfare check on a male subject lying on the ground on the north side of the building at 2:18 p.m. Officers contacted non-student Ricky McIntyre who appeared to be confused and smelled of alcohol. McIntyre was discovered to have an outstanding warrant from the Washington Department of Corrections, was arrested on said warrant and lodged at Multnomah County Detention Center.

Southwest Sixth Avenue and College Street
At 3 p.m. Officer James Dewey and Officer Smeltzer were flagged down by a non-student for a report of possible criminal mischief. The witness stated that non-student Ross Hanson had been attempting to pry off the lock on a bicycle and when confronted left the area on foot. Officers contacted Hanson and could find no evidence of a crime, and upon further investigation, it was found there was no probable cause for the crime of criminal mischief II. Hanson was issued a PSU exclusion.

Feb. 27

Arrest
Art Building parking lot
Officer Jon Buck and Officer Shawn McKenzie contacted non-student Michael G. Godinez sleeping against the north wall at 2:03 a.m. Godinez was discovered to have a current PSU exclusion and was arrested for criminal trespass II.

Student Conduct
Broadway residence hall
At 5:14 p.m. Officers Buck and Chose were dispatched to help assist housing staff in seizing marijuana reported to be in a room. Officers seized a glass “bong” with marijuana residue, a marijuana grinder, two plastic baggies with less than one ounce of marijuana, three marijuana cigarettes, a small plastic bag with white residue and two clear straws with white residue inside. The report was referred to Housing and Residence Life.

Officers Buck and Chose contacted non-students Benjamin A. Parra and Stephanie J. Franklin at 8:26 p.m. after observing them behaving suspiciously near a bicycle that was next to the bike stable on the south side of the building. Parra admitted the bike was not his and stated it belonged to his friend “Ross.” Parra was discovered to have an outstanding warrant; during an inventory search of his backpack, numerous items with suspected heroin residue were located. Both Parra and Franklin were issued PSU exclusions, and Parra was arrested on said warrant and attempted unlawful possession of heroin. The bike in question was placed in the Portland Police Bureau property room as evidence due to the suspicious circumstances surrounding it and difficulty identifying the rightful owner.

Feb. 28

Arrest
Neuberger Hall
At 8:49 a.m. Officers Higbee, Smeltzer and Dewey responded to a report of a suspicious person sleeping on a bench on the first floor. Officers contacted non-student Robert Wayne Guy III who had been previously excluded from PSU. Guy was issued a citation in lieu of arrest for criminal trespass II.

Arrest
Southwest Park Avenue and Market Street
Officers Chose, Dewey and Smeltzer observed non-student Laroy Alexander on the east side of the Peter W. Stott Center at 4 p.m. Officers recognized him from prior contacts and discovered he had an outstanding felony warrant for failure to register as a sex offender. Officers then lost sight of Alexander but located him later in above area. As officers approached him he fled northbound through the Park Blocks and then eastbound on Southwest Clay Street. After a two-block foot pursuit and brief use of force, Alexander was taken into custody. The search uncovered a pipe with methamphetamine residue on Alexander’s person. Alexander was arrested on a warrant and for attempted unlawful possession of methamphetamine.

March 1

Arrest
Southwest Park Avenue and Clay Street
At 2:15 p.m. Officers Chose and Higbee observed previously excluded non-student David Sankey walking southbound in above area. It was discovered Sankey had two outstanding misdemeanor warrants. Officers contacted Sankey walking northbound in the Park Blocks and arrested him on the warrants and lodged him at Multnomah County Detention Center.

Academic Student Rec Center
Officers Murphy and Higbee were dispatched to a report of a suspicious male and female, who appeared to be under the influence of narcotics at 2:42 p.m. The female was reported to be bleeding from the head. Upon arrival, officers contacted non-student Cassandra Havlick on the first floor with a large amount of belongings and food scattered on and around the table where she was sitting. The second subject, non-student Matthew Whelan, was located in the first-floor restroom where there was blood on the floor and in the trash can. Havlick was okay and not bleeding. PSU exclusions were issued to both.

At 9:40 p.m. Sgt. Robert McLeary and Officers Murphy and Chose contacted non-student Themba Kelley sleeping in the third-floor men’s restroom. Kelley was issued a PSU exclusion.

March 2

Exclusion
Smith Memorial Student Union
Officers Baker and Troppe contacted non-student James Bryant on the second floor at 3:31 p.m. Bryant was argumentative and uncooperative and refused to answer questions about his affiliation with PSU. Officers explained to Bryant the building is for PSU students, faculty, staff and authorized visitors. He was still uncooperative, but gave officers his information and was then issued a PSU exclusion.

At 8:38 p.m. Officers Troppe and Baker observed non-student Robert Wyeth on the south side of the building leaning into a trash can. Upon contact it was discovered Wyeth had a current PSU exclusion and was issued a citation in lieu of arrest for criminal trespass II.

March 3

Student Conduct
Ondine residence hall
While on rounds with ResLife, Sergeant Anderson contacted a room on the 12th floor at 12:11 a.m. for a smell of marijuana. Resident turned over a small amount of marijuana and a pipe with marijuana residue. Report referred to Dean of Student Life and ResLife.

Arrest
Parking Structure Three
At 1:10 a.m. Officers Buck and McKenzie contacted non-students Justin A. Snegirev and Quentin N. Ouanbeugboun in the northwest stairwell between the first and basement floors of the building after observing the subjects enter the stairwell together. Snegirev had a current PSU exclusion on file; Ouanbeugboun stated he was a homeless advocate for “Cascade” and was trying to help Snegirev find a place to stay. Ouanbeugboun was issued a verbal trespass warning. Snegirev was arrested and lodged at Multnomah County Detention Center for criminal trespass II.

Officers Buck and McKenzie contacted non-student Robert Wyeth sleeping in the loading dock area of the building at 4:24 a.m., only hours after being issued a citation for trespass by Officer Troppe. Wyeth was arrested for criminal trespass II and lodged at Multnomah County Detention Center.
