June 30

Millar Library Encounter
A woman stated that at approximately 2:10 p.m. on June 25 she encountered Thomas Jonas on the second floor of the PSU Millar Library. During the encounter, Jonas asked to massage her feet three or four times. After telling him no, Jonas left the location while mumbling to himself. She recognized Jonas after viewing a photo on KATU.com. She stated that no crime occurred, but she wanted CPSO to be aware of the encounter.

Domestic Violence Harassment
University Place Hotel
Officer Brian Rominger and Officer Jon Buck responded to University Place Hotel on the report of a possible domestic violence victim located inside the lobby of the hotel. A female nonstudent had a visible abrasion to her right leg and reported being kicked, pushed to the floor and having her hair pulled by her boyfriend, also a nonstudent. The boyfriend was contacted and interviewed. Officer Buck concluded that he had probable cause to arrest the man for Domestic Violence Harassment. Officer Buck arrested, transported and lodged the man at the Multnomah County Detention Center on the charge of Domestic Violence Harassment.

July 2

iPhone Theft
Millar Library
Between 10:20 a.m. and 10:50 a.m., a student left his iPhone unattended on the second floor of the Millar Library and it was stolen.

Felony Warrant for Possession of Firearm
Science Building One
Officer Chris Fischer was flagged down about a male acting “weird” on the steps of Science Building One. Nonstudent Max Perry was found with several bags scattered around the south steps of the building’s entryway. Perry stated that he had stopped there to gather his belongings. He also stated that he was not allowed at PSU, but did not have an exclusion. Perry produced his ID, which resulted in a Felony Warrant for Possession of a Firearm. Officer Fischer radioed Portland Police Bureau asking for a cover car. Perry was semi compliant and stated he had a hatchet in one of his bags. Perry began to walk and then run away prior to PPB arrival. A PPB sergeant asked for a K9 to assist, as Perry was an armed career criminal and his warrant was a felony. K9 tracked Perry west, but he was not located. It appears as though Perry ran to Stott Field and then climbed the ODOT fence just west of Stott, prior to running across the 405 and continuing west.

July 3

Marijuana Seized
Blumel Parking Lot
At about 11:25 a.m., as a result of a reported coughing fit in the upper Blumel Hall parking lot, Officer Gary Smeltzer seized a small amount of marijuana from nonstudent Ian Spencer, and subsequently issued him a PSU exclusion.

Theft II
Science Building One
At approximately 5:21 p.m., Officer David Troppe took a report from a student in regards to his iPad being stolen. The student reported that his iPad had been stolen out of Science Building One on June 30. The student stated that he ran an app that showed his iPad was in Stephen Epler Hall at 5:21 p.m. on June 30. The student stated that his iPad has since gone offline and he has not been able to track it. He did not have the serial number. No further information available.

July 5

Verbal Dispute
Blumel Hall
At about 11:00 p.m. Officers Rominger, Fischer and Buck responded to Blumel Hall on the report of a verbal dispute occurring inside a room. A student-resident and the student’s girlfriend, a nonstudent, were contacted in the room. An investigation of the incident concluded that no intimate partner violence crime had occurred between the student and his girlfriend. The student and his girlfriend admitted to getting into a heated argument, which became unreasonably loud. The student was informed that the argument was unreasonably loud and had caused alarm to the other residents on the floor. The girlfriend of the student was provided with her belongings and voluntarily left the building to meet up with a friend of hers off campus. The housing pro-staff was notified and responded.

July 6

Unlawful Possession: Cocaine
Parking Structure Two
At 5:12 p.m., Officer Denae Murphy and Officer David Baker contacted and arrested nonstudents Joshua Staples and Amber Shaver for offensive littering on the northwest corner of Parking Structure Two. During a search incident to arrest, Officer Baker found a bindle of suspected crack cocaine on Staples. Officer Murphy located a crack pipe with suspected crack residue on Shaver. Staples was in possession of $656.28 in crumpled cash and has a Portland Police Data System history of selling narcotics. Shaver was listed as the subject of a report for selling narcotics. Staples was lodged at Multnomah County Detention Center for Offensive Littering and Unlawful Possession of Cocaine. Shaver was lodged for Offensive Littering, Attempted Unlawful Possession of Cocaine and Supplying Contraband. They were both issued PSU exclusions.

July 7

Exclusion and Trespass Arrest
Urban Center
Officer Shawn McKenzie and Officer Fischer observed a male later found to be Tom Morgan attempting to get into the Urban Center by pulling on the doors. While speaking with Morgan, employees flagged officers down, stating that Morgan is constantly trying to gain entry into the Urban Center by ghosting in behind people. Morgan was provided with an exclusion and escorted to the street corner of Southwest Sixth Avenue and Mill Street. A short time later, officers were dispatched to the Urban Center as Morgan was attempting to gain entry into the building again and causing severe distress to an employee with OCD. Morgan was arrested for trespassing and transported to the Multnomah County Detention Center.
