March 17

THEFT
Parking Structure Three
At 1:41 p.m. Officer Peter Ward received a report from Transportation and Parking Services of a vehicle with the front passenger window smashed. The owner, a PSU student, later contacted the Campus Public Safety Office and reported an iPod and a brand new GPS were taken.

THEFT
Parking Structure One
Officer Gary Smeltzer received a report of a student’s vehicle being broken into while parked on the fifth floor between Noon and 2 p.m. Numerous items were stolen, including Army clothing and a sleep system in both woodland camo and desert camo.

March 18

EXCLUSION
Native American Student and Community Center
Officer David Troppe and Officer Shawn McKenzie observed non-student Alan Hakimoglu sleeping in a sleeping bag on the west side of the building and issued him a PSU exclusion for camping on PSU property.

EXCLUSION
Cramer Hall
At 8:50 p.m., after observing him attempting to enter Cramer Hall after it was locked up for the night, Officer Denae Murphy contacted non-student Alex Pickard. Pickard had been previously warned by Officer Murphy twice about loitering on campus without his friend, a registered student. Pickard stated he had left his headphones in a computer lab and was attempting to enter the building to retrieve them. Pickard was issued a PSU exclusion and sent on his way.

ARREST
Millar Library
Sergeant Michael Anderson was dispatched to a report of a female subject passed out in the basement restroom at 8:49 p.m. Upon arrival Sergeant Anderson contacted the subject, a PSU student, who had just shot up heroin in the restroom. Dirty needles, marijuana, and pipes for marijuana and heroin were located as well. Student was issued a citation in lieu of arrest for attempted unlawful possession of heroin and possession of a controlled substance—marijuana. She was evaluated by Portland Fire Bureau and released to her husband’s care.

March 19

ARREST
Ondine Residence Hall
At 4 p.m. Sergeant Anderson, Officer Gregory Marks and Officer James Dewey arrested a PSU student on an outstanding warrant. Student was lodged at Multnomah County Detention Center.

ARREST
Officers Troppe and McKenzie observed known PSU trespasser, non-student Eric Graham riding his bicycle northbound on Southwest Fourth Avenue. Graham was discovered to have an outstanding warrant, and was subsequently contacted, arrested on said warrant, and lodged at Multnomah County Detention Center without incident.

THEFT
At 11:53 a.m. Officer Nichola Higbee received a report from a student who stated a document of his was stolen. No further information available.

March 24

STUDENT CONDUCT
Ondine Residence Hall
Officer McKenzie responded to a complaint of marijuana smoke coming from one of the rooms. Officer contacted the student resident who turned over his marijuana and marijuana pipe. Report forwarded to the Dean of Student Life and Housing. No further information available.

ARREST
Shattuck Hall
At 2 a.m. Officer Chris Fischer arrested non-student Alexander Magowan on an outstanding warrant. No further information available.

EXCLUSION
Smith Memorial Student Union
Officer Murphy contacted non-student Martin Robichaux as he was exiting the single occupancy restroom on the first floor mezzanine level at 4:31 p.m. Robichaux had occupied the restroom for 40 minutes and stated he was cleaning his staph infection. Robichaux was issued an exclusion for violating Oregon Administrative Rules regarding use of buildings, grounds and services.

THEFT
Cramer Hall/Smith Memorial Student Union breezeway
At 5:10 p.m. Sergeant Anderson received a report from a student who stated the bike wheels were stolen off of her secured bicycle between 10:30 a.m. and 5:01 p.m.

ARREST
Academic Student Rec Center
Officer Smeltzer arrested non-student James Stanley at 8:12 a.m. for theft II in connection with a prior report of stolen textbooks. No further information available.

EXCLUSION
Cramer Hall
At 4:20 p.m. Officer Brenton Chose contacted non-student Keif Magic Sky who was reportedly in room 17 asking the receptionist if she knew of a good place to sleep. Sky was issued a PSU exclusion.

ARREST
Smith Memorial Student Union
Officers Smeltzer, Chose, Higbee and Officer David Baker contacted non-students Kyle Castro and Mary Mackill, who appeared to be using narcotics, at 4:40 p.m. in the basement Student Prayer and Meditation Lounge. Mackill admitted to having a methamphetamine pipe and Officer Chose located a bag of methamphetamine in her purse. Castro was found to be in possession of several straws with methamphetamine residue as well as a stolen United States passport, George Fox University student identification card and a check for $241. Mackill was arrested for felony unlawful possession of methamphetamine and criminal trespass II, and lodged at Multnomah County Detention Center. Castro was arrested for attempted unlawful possession of methamphetamine, criminal trespass II, theft II, theft III and a probation violation and lodged at Multnomah County Detention Center. Owners of the stolen property were located and contacted.

ARREST
Blumel Residence Hall
At 11:13 p.m. Officer Jon Buck and Officer Troppe were on the second level of Parking Structure Three when they heard continuous yelling. Upon exiting the parking structure they observed non-student Jason Berger walking toward Blumel and yelling. Officers contacted Berger and it became immediately apparent that he was intoxicated. Berger had a previous PSU exclusion and was arrested for criminal trespass II, issued a new exclusion, and lodged at Multnomah County Detention Center.

March 27

EXCLUSION
Parking Structure Two
Officer Buck issued non-student Glen W. Pederson a PSU exclusion at 11:53 p.m. after Pederson entered the parking structure and then exited suspiciously after seeing Officer Buck’s patrol car.

STUDENT CONDUCT
Parking Structure Three
At 10:38 Officer Brian Rominger contacted a PSU student who was found passed out in his Volkswagen Jetta, heavily intoxicated with a nearly empty bottle of Bacardi rum in the passenger seat. Student was released to the care of his girlfriend. Report forwarded to the Dean of Student Life.

March 28

EXCLUSION
King Albert Residence Hall
Officer Buck contacted non-student Jojo M. Brittain at 4:09 a.m. after observing him holding one bicycle and inspecting two others that were secured to the bike stable on the north side of the building. Brittain refused to comply with verbal orders to stop until the lights on Officer Buck’s patrol car were initiated at Southwest Fourth Avenue and Southwest Montgomery Street; Officer Buck then issued Brittain a PSU exclusion.

THEFT
Cramer Hall
Officer Smeltzer received a report from the Office of Information Technology of the theft of two microphones, one from room 150 and one from room 53. The first microphone was discovered to be missing on Feb. 5, 2014 and the second on March 5, 2014. Each microphone is worth $300.

March 29

STUDENT CONDUCT
Ondine Residence Hall
At 1:35 a.m. Officer Rominger received a report from resident assistants who stated they smelled marijuana from one of the rooms—the occupants tried to leave before officer arrival. Officer Rominger contacted three PSU students, including the resident, who all reluctantly admitted to smoking marijuana. Five glass pipes, a metal grinder, and two translucent pill bottles with marijuana inside were later seized for destruction. Report forwarded to the Dean of Student Life and Housing.
