Car prowl in the upper lot between 10 p.m. and 10:30 a.m.

The window was smashed out of a vehicle in the lower level of the structure around 8 a.m.

Parking Structure One
Passenger side window of a vehicle was broken out and backpack, laptop and textbooks taken from vehicle.

Rear window of vehicle broken out and two bags stolen.

Parking Structure Three
Officer David Baker and Officer Danae Murphy contacted Daniel Terpea. The officers learned that Terpea had a warrant and found he was in possession of methamphetamine. Officers issued an exclusion and a warrant arrest.

Vehicle Break-In

Officers took a report of a vehicle break-in that took place between 5 p.m. and 9:50 p.m. The passenger window was broken out and a cooler missing from the car.

September 30

School of Education
Officer David Troppe and Officer Jonathan Buck contacted Todd A. Hodges while Hodges was sleeping on a bench next to the entrance and issued an exclusion.

October 1

The School of Education and the School of Business Administration building
Officer Chris Fischer issued an exclusion to Nathaniel P. Carlow, who was perceived to be intoxicated, for panhandling on the north side of the building.

October 2

Cramer Hall
Officer Nichola Higbee and Officer Buck responded to a report of a suspicious male charging his phone in room 117 of Cramer Hall. They contacted Christopher Galbreth, who was sleeping on a bench and charging his phone. Officers issued Galbreth an exclusion.

UEMV, Criminal Mischief III
Parking Structure One
Officers received a report from a witness to a vehicle break-in. The car had been broken into through a window. A black backpack was declared missing.

Disorderly Conduct II
Southwest Park Avenue and College Street
Officer Shawn McKenzie contacted and arrested Michael Lee for tumultuous behavior in the Park Blocks. Several individuals had reported that Lee had made physical threats and was drinking alcohol.

Lincoln Hall
Officer David Chose and Officer Fischer contacted James Threlkeld near the bike stable, and officers suspected Threlkeld of attempting to remove part of the bike. They issued an exclusion.

Officers responded to a call of a car prowl in progress at 5:35 p.m. Officers found the crime in progress upon arrival, but the victim later reported that a front window had been broken and a bag taken from inside the vehicle.

Portland State parking attendants flagged down officers to report a break-in to a vehicle on the seventh floor. The only item reported missing was a pair of sunglasses.

Theft III
Bike Hub
The Bike Hub reported missing $50 from their till. The employee at the register believed they had been swindled by a cash handling scheme.

October 3

Parking Structure One
Officers contacted Troy Rader on the fourth floor. Rader was carrying three backpacks and was said to match a physical description attached to a prior report. Officers issued him an exclusion.

Bike Theft
West of Millar Library
Officers received a report for a stolen bike that had been secured with a cable lock in an outdoor location. Officer Fischer found and recovered the bike at Central Precinct later that evening.

October 4

Found bicycle
Epler Hall
Officer Brian Rominger found an abandoned black bicycle with the letters “GT” and “AGGRESSOR” written in white on the frame. The bike is located in the basement at CPSO and will be entered into the Portland property room if unclaimed.

Exclusion/Possession of Methamphetamine
Parking Structure Three
Officers Fischer and Higbee contacted Steven Serrano while they were on vehicular patrol. Serrano was riding a bicycle and wearing a monkey mask and bandana over his face, looking inside the structure. Through a consent search officers found methamphetamine on his person. Officers issued and exclusion and arrested Serrano for possession.
